Introduction
The Local Energy Alliance Program (LEAP) is a nonprofit organization dedicated to delivering energy efficiency and weatherization improvements that lower utility costs, enhance comfort, and reduce environmental impact. We work with homeowners, contractors, utilities, and local governments to bring energy solutions to communities across Virginia.
We are seeking a Weatherization Crew Leader to oversee daily on-site operations for weatherization projects, lead a retrofit team, and ensure high-quality, code-compliant work in alignment with the Weatherization Assistance Program Standard Work Specifications (SWS). This position blends leadership, technical skills, and a commitment to safety and quality.
Overview
Leads small crews performing weatherization and energy efficiency retrofit work. Responsible for daily job site leadership, ensuring work meets scope, safety standards, and program requirements. Performs all Weatherization Retrofit Technician duties in addition to supervising day-to-day operations.

Key Responsibilities
Review and interpret the Scope of Work (SOW) to develop an execution plan.
Estimate time and materials required to complete each task.
Confirm job site readiness, including safety conditions and prerequisite work.
Review truck checklist with crew; ensure all tools, equipment, materials, batteries, and PPE are loaded.
Verify truck and generator fuel levels and ensure SDS sheets are on board.
Lead all job-site activities and assign tasks based on crew capabilities.
Greet the client, review the SOW, and set expectations for the day.
Conduct a visual interior and exterior inspection with the crew to confirm prerequisite work.
Hold a daily safety meeting at the job site; identify potential hazards and communicate safety protocols per OSHA 29 CFR 1926.
Protect all interior and exterior areas using drop cloths, Tyvek, booties, etc.
Clearly communicate scope, sequence, and quality expectations to technicians.
Oversee installation procedures to ensure compliance with LEAP, Dominion, SWS, OSHA, BPI, manufacturer, and local code standards.
Adjust or update the scope of work as needed to reflect current conditions and notify the Project Manager (PM) and client of any scope changes.
Maintain safe and organized work practices, including correct tool and machinery use.
Identify and document any deviations or incomplete items; communicate corrective actions and schedule return visits if needed.
Ensure all tools, batteries, and equipment are returned, cleaned, and charged appropriately.
Maintain truck inventory daily.
Maintain monthly generator maintenance and 6-month blower maintenance as directed by supervisors.
Change project status on Monday.com and report job project updates to the PM.
Communicate client questions or concerns to the Project Manager and/or supervisor.
Relay crew feedback, needs, and concerns to the supervisor.
Deliver constructive feedback to auditors and technicians to support continuous improvement.
Confirm with the client that all work was completed or explain if a return visit is needed.
Post any required paperwork (certificates, signage, permits) at the job site.
Ensure all debris is cleaned, materials are properly disposed of, and property is left in a clean condition.
Complete and review all post-work documentation and SOW completion, including materials used, labor hours, photos, signatures, checklists, job notes, post-job reports, and change orders, before leaving the job site.

Requirements
Minimum 1 year of experience in weatherization, insulation, or related construction trade.
Proven supervisory experience leading staff on the job site.
Basic proficiency with diagnostic tools.
Extensive job site experience using basic power tools.
Valid VA driver’s license.
Ability to lift 50-pound tools and equipment. Physically able to crawl under, in, and through tight and/or dirty spaces. Pull or reach with arms and/or hands, crouch, bend or kneel, climb stairs or ladders.
Tolerant of exposure to all weather conditions (heat, cold, snow, and rain) for periods up to 8 hours.
Ability to work from heights no greater than 25 feet.
Preferred
3 years of practical trades training
OSHA 10
OSHA 30 (preferred before hire—required to obtain after hire)
Required within 9 months of hire, paid training: HEP Retrofit Installer Technician, Lead Safe Weatherization (LSW), HVAC Fundamentals (online or classroom), ASHRAE 62.2 and HEP Crew Lead.
Work Environment
Based in Charlottesville, VA
Must be able to reliably commute or plan to relocate prior to starting
40hr/week, Weekdays with start times ranging from 6:30 AM to 9:00 AM depending on the season—earlier starts during warmer months and later starts during cooler months.
Occasional flexibility required based on project needs with additional hours potentially leading to overtime.
Physical Demand: Lifting: often under 5 lbs: 75%; often 5-25 lbs: 25%; rare 25-60 lbs; 10%; rare over 60 lbs; 5% Rare, max pounds; 150 lbs 1% of time.
Equipment & Tools: Hand tools, 50% work period; Testing Equipment, 20% of work period; Insulation blower; 10% of work time; Commuting to job sites, 15% of work period; Powered Industrial Truck, 10% of work day.
Working conditions: exposure to dust, dirt, mud, weather, noise requiring hearing protection, fumes, and cramped, dirty and dark spaces and homes
